Section 4.4(b)(iii) of Executive Order 14110 directs all agencies that fund life-sciences research, within 180 days of the framework's establishment and as appropriate and consistent with applicable law, to establish as a requirement of funding that synthetic nucleic acid procurement is conducted through providers or manufacturers that adhere to the framework, such as through an attestation.
