Reasoning and premises Premises: FSF · 2024 states this provision. The inspected scope of FSF · v2.0 was: Whole document in both copies (2025-02-05 capture PDF pp. 1–8; served copy PDF pp. 1–9), including Table 1 (Misuse CCLs, PDF pp. 5–6), Table 2 (Deceptive Alignment CCLs, PDF p. 7) and all footnotes. Method: Read both CCL tables in full; searched both texts for “Autonomy”/“autonom”, “copies of itself”, “acquiring resources” and “hardware it rents”. No passage stating an Autonomy CCL was found; “Autonomy” occurs only in footnote 9 (PDF p. 5), which comments on the Autonomy risk domain of version 1.0, and in the distinct CCL names “Cyber autonomy level 1” and “Machine Learning R&D autonomy level 1”.
