The July 2026 BIS rule on the UAE states that, although § 742.6(a)(6)(iii)(A) of the EAR specifies a worldwide licence requirement for certain advanced computing items, BIS, consistent with guidance issued on 13 May 2025 and 31 May 2026, is only enforcing it for destinations in Country Groups D:1, D:4 or D:5, excluding those also in Country Groups A:5 or A:6, and for entities headquartered in, or with an ultimate parent headquartered in, Country Group D:5 or Macau, wherever located. It adds that, although the UAE moves to Country Group A:5, BIS will continue enforcing the requirement for the UAE, except for UAE Government entities and listed approved commercial entities. Provision Statement · provision ID ch-bis-uae-2026-diffusion-enforcement Subject version As published in the Federal Register (14 July 2026), 91 FR 43034 · Published 2026-07-14 · Effective 2026-07-10 Date 2026-07-14 · publication Scope and limits A statement of enforcement practice in the preamble of a 2026 rule, with the exclusions and the UAE requirement the same passage states (cross-family check, item 71). It is not a rescission rule: the worldwide requirement is still specified in the EAR. The dataset records the rescission of the AI diffusion rule announced in May 2025 separately, as an announcement; neither the pack nor the cross-family check found a Federal Register rule formalising it (the check searched by RIN, docket and phrase through 29 October 2026). The 31 May 2026 guidance was not retrieved.

Relation. An exact framework edition, or another document with an exact expression, states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), a stated exception, or another statement of its content, such as a licence term or a prospectus statement. The passage records what the document says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.
Date. Date of the Federal Register issue; the rule is effective 10 July 2026. The rule cites the 13 May 2025 guidance by the address of BIS's press release announcing the rescission of the AI diffusion rule.
