The guidelines give an indicative criterion for treating a model as a general-purpose AI model: training compute greater than 10²³ FLOP and the ability to generate language (text or audio), text-to-image or text-to-video. They add that a model that meets the criterion but exceptionally does not display significant generality or competently perform a wide range of distinct tasks is not a general-purpose AI model, and that a model below the criterion that does so is one. Provision Threshold or trigger · provision ID eugl-gpai-criterion Subject version Communication C(2025) 7719 final (19 November 2025) · Published 2025-07-18 · Effective date not established · Revised 2025-11-19 Date 2025-11-19 · revision Scope and limits An indicative criterion that the Commission says it uses; it is not a threshold in the Act, whose definition in Article 3(63) governs. The guidelines say the Commission’s approach may change as technology and the market evolve (paragraph 16). The exponent is a superscript in the PDF, and the text layer renders 10²³ as 1023. It states what the text provides, not whether any named developer falls within it or complies. A document’s statement is not evidence of implementation, compliance or enforcement.

Paraphrase The Commission considers training compute an imperfect proxy for generality and capabilities, chooses an indicative criterion that includes a compute threshold as the most suitable approach at present, and says its approach may change in the future as technology and the market evolve.

Not reviewed by an editor . An exploratory record that no editor has accepted. This status does not say whether a person has read any linked passage. Each evidence record above shows how it was checked.
Relation. An exact framework edition states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), or a stated exception. The quoted text records what the edition says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.
Date. Provision as stated in the guidelines file dated Brussels 19.11.2025 (C(2025) 7719 final). The Commission’s library entry gives a publication date of 18 July 2025; the July text was not compared.
