Scope and limitsThe duties in Article 53 fall on providers of general-purpose AI models; Article 55(1) adds duties for providers of general-purpose AI models with systemic risk, the category defined in Article 51 (high-impact capabilities, presumed above a training-compute threshold, or a Commission decision). Article 54 adds an authorised-representative duty for providers established in third countries; Article 53(2) exempts certain open-source models from points (a) and (b), but not models with systemic risk. 'Provider' is defined in Article 3(3) (not quoted). What the instrument’s text states, from the expression read.
