Reasoning and premisesPremises: the model-card question asks for the following. A named government body (for example, the US AI Safety Institute or Center for AI Standards and Innovation, or the UK AI Safety or Security Institute) stated to have tested, evaluated or received access to the model, quoted. Partly if government testing is mentioned without naming the body. The inspected scope of GPT-4o System Card was: Sections 3–6 and term search across the card. Terms searched: “government”, “Safety Institute”, “AISI”, “national security”, “pre-deployment access”. Passages read and not counted: Section 4.2, Table 6, PDF p. 19: 'UK AISI’s Theory of Mind' names a task used by Apollo Research, not testing of the model by the institute. Section 1, PDF p. 1: Refers to voluntary commitments to the White House, not testing. The conclusion is bounded by that scope and method.
