Scope and limitsSubject to two exceptions in Appendix 3.5: the model is a 'similarly safe or safer model', or the Signatory fails to appoint qualified evaluators despite early search efforts. Measure 3.5 separately provides access for independent external evaluators for post-market monitoring, and Appendix 4.5 refers to security reviews by an independent external party.
