Scope and limitsThe Measure 3.5 commitment covers independent external evaluators, for their testing and/or publication of findings, as long as they meet five listed conditions. Measure 8.3 lists non-retaliation against persons providing information about systemic risks to competent authorities, and a published whistleblower protection policy, as examples of indicators of a healthy risk culture rather than as separate commitments. Recital (d) states that Measure 8.3 is without prejudice to Directive (EU) 2019/1937 and Article 87 AI Act. What the instrument’s text states, from the expression read.
