Scope and limitsThe report describes a prompt-engineering intervention that encourages honest behaviour at inference time, without tying it to the framework determination. Recorded as partly under Q06; the report does not state that the intervention is applied to the release. No safeguard tied to a determination or threshold was found. Search for the rest of the criterion: Abstract; sections 1 to 4 including the Limitations and Summary of results boxes; Appendix A headings. Terms searched: “safeguard”, “mitigat”, “guard”, “protection”, “security standard”, “deployment standard”. Passages read and not counted: Section 1 Introduction, PDF p. 1: 'To anticipate and mitigate risks from this release' introduces the assessment; no safeguard is named. Section 2 Cybersecurity Evaluation, PDF p. 2: Mentions that observed behaviour 'may reflect the effects of safety fine-tuning'; an observation, not a stated safeguard. Stated, partly: the passage has what the question’s criterion asks for, in a weaker or narrower form than the criterion’s own words. What the card states, quoted from the expression read. A card is the developer’s own account: not evidence that an evaluation was run as described, that a safeguard works, or that a finding is independent.

Source details and check notes

Authors: Meta
Version: Retrieved for the candidate pack on 2026-11-02 (SHA-256 9fb37fa4970f40a0e6ffa4bb260bc72f370b9e5801401dcf281eaabe321bcd7c) directly from the publisher’s host. On 2026-11-03 the recorded address answered HTTP 403 to the pack's second retrieval; the cross-family check of 2026-11-03 retrieved the original file again from Meta's publication page, with the same SHA-256. PDF linked from Meta's publication page (dated September 24, 2025); the report prints 'Date: October 8, 2025'. The CDN address requires signed query parameters, removed here; the publication page returned HTTP 400 to direct retrieval and was read through a fetch tool.

Check notes: Candidate pack passage, model cards compared (research/model-cards). The quotation (8 words) matched the card’s text retrieved for the candidate pack on 2026-11-02 (SHA-256 9fb37fa4970f40a0e6ffa4bb260bc72f370b9e5801401dcf281eaabe321bcd7c). On 2026-11-03 the report's recorded address answered HTTP 403, so the pack's second verification had no cached text for it; the quotation matched the retrieved text on 2026-11-02, and the cross-family check of 2026-11-03 retrieved the original file again from Meta's publication page with the same SHA-256. Matching ignored differences of whitespace, case, quotation marks, dashes, PDF line-break hyphens and Unicode compatibility forms, so the source’s typography can differ. A cross-family machine check (2026-11-03, item 36) checked this passage’s cell; its finding was applied at the adjudication of 2026-11-03. No human editorial review.

Status and meaning

Editorial status. Machine-checked. Machines found this record and checked it against its sources; no person accepted it individually. Each evidence record above shows how it was checked.

Relation. An exact framework edition, or another document with an exact expression, states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), a stated exception, or another statement of its content, such as a licence term or a prospectus statement. The passage records what the document says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.

Date. Dated as the card read is dated: the date of its revision, as the source records it.
