Provision Who decides · provision ID sb53-attorney-general-enforcement Decides Attorney General Subject version Chaptered (Stats. 2025, ch. 138) · Published 2025-09-29 · Effective 2026-01-01 Date 2025-09-29 · publication Scope and limits What the enacted text states, quoted from the chaptered expression. It is not evidence that the statute applies to any named developer, or of compliance, enforcement or effect. The Attorney General-only rule is limited to penalties described in § 22757.15. On the grounds listed in § 22757.15(a), that section makes a large frontier developer subject to a civil penalty whose amount depends on the severity of the violation and does not exceed $1,000,000 per violation. The party role 'decides' records only that the Attorney General alone may bring the civil action through which such a penalty is recovered. It does not mean that the Attorney General imposes or sets the penalty. Lab. Code § 1107.1(f)–(i), added by the same act, separately refers to civil actions and administrative proceedings 'brought pursuant to this section'. It authorises attorney's fees for a plaintiff who brings a successful action (f), sets a burden-of-proof rule (g), lets a covered employee petition the superior court for temporary or preliminary injunctive relief (h), and bars a stay of that relief pending appeal (i). Who may bring such actions is not resolved here (see stops). No enforcement action is recorded.

Each evidence record above shows how it was checked.
Relation. An exact framework edition states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), or a stated exception. The quoted text records what the edition says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.
Date. Provision as stated in the chaptered text published and approved on 2025-09-29; the added sections took effect on 2026-01-01. Text as chaptered on 2025-09-29; the Governor approved it and it was filed with the Secretary of State that day. Effective 2026-01-01 according to the history note of codified Bus. & Prof. Code § 22757.15, which listed no amendment when checked on 2026-10-04.
