Microsoft's Frontier Governance Framework (February 2026) explicitly references California's TFAIA in two places. Its change log describes the edition as a one-year update following finalisation of the EU GPAI Code of Practice, New York's RAISE Act and TFAIA. Its leading-indicator assessment is run on any model in scope for frontier-model requirements under applicable laws, and it names TFAIA among those laws. Copy claim link

Subject version Feb 2026 · Publication date unknown · Effective date not established · Revised 2026-02 Object version Chaptered (Stats. 2025, ch. 138) · Published 2025-09-29 · Effective 2026-01-01 Date 2026-02 · revision Scope and limits The edition’s own statement about SB 53, quoted from it. It is not evidence that the edition satisfies the statute, that its publisher is a frontier developer under it, or of implementation or compliance. The inspected passages do not say that this document is Microsoft's TFAIA frontier AI framework, or that Microsoft is a large frontier developer; neither is inferred. The change log also lists aligning the update cadence with regulatory obligations and aligning the framework's scope with that of regulations. It does not say which regulation drives which change.
