SB 53 requires a frontier developer, before or at the same time as deploying a new or substantially modified frontier model, to publish clearly and conspicuously on its website a transparency report with listed basic information. A large frontier developer must also include summaries of its catastrophic-risk assessments under its frontier AI framework, their results, the extent of third-party evaluator involvement, and other steps taken to fulfil its framework for that model. Provision Required action · provision ID sb53-transparency-report-before-deployment Subject version Chaptered (Stats. 2025, ch. 138) · Published 2025-09-29 · Effective 2026-01-01 Date 2025-09-29 · publication Scope and limits What the enacted text states, quoted from the chaptered expression. It is not evidence that the statute applies to any named developer, or of compliance, enforcement or effect. 'Deploy' means making a frontier model available to a third party for use, modification, copying or combination with other software. It excludes making the model available to a third party for the primary purpose of developing or evaluating it (§ 22757.11(e)). The statute does not define 'substantially modified'. A large frontier developer's framework must describe how it decides when its models are substantially modified enough to require these disclosures (§ 22757.12(a)(6)). Publishing the information as part of a larger document, including a system card or model card, is deemed compliance with the applicable paragraph (§ 22757.12(c)(3)). A frontier developer is encouraged, but not required, to make these disclosures consistent with, or superior to, industry best practices (§ 22757.12(c)(4)). Published documents may be redacted where necessary to protect trade secrets, cybersecurity, public safety or US national security, or to comply with federal or state law. The developer must describe the character and justification of each redaction, to the extent those concerns permit, and keep the unredacted information for five years (§ 22757.12(f)). A statutory requirement is not evidence that any report was published, or that any report was complete or adequate.

Paraphrase the report must give the developer's website, a mechanism for a natural person to communicate with the developer, the model's release date, supported languages and output modalities, intended uses, and any generally applicable restrictions or conditions on uses. A large frontier developer must add summaries of the catastrophic-risk assessments it conducted under its frontier AI framework, their results, the extent to which third-party evaluators were involved, and other steps taken to fulfil the framework's requirements for that model.

Relation. An exact framework edition states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), or a stated exception. The quoted text records what the edition says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.
