SB 53 prohibits a frontier developer from making, adopting, enforcing or entering into a rule, regulation, policy or contract that prevents, or from retaliating against, a covered employee's disclosure of information to the Attorney General, a federal authority, a person with authority over the employee, or another covered employee with authority to investigate, discover or correct the issue, where the employee has reasonable cause to believe the information shows that the developer's activities pose a specific and substantial danger to public health or safety resulting from a catastrophic risk, or that the developer has violated the Act (Bus. & Prof. Code ch. 25.1). A 'covered employee' is an employee responsible for assessing, managing or addressing risk of critical safety incidents (Lab. Code § 1107(b)). In this chapter 'catastrophic risk' carries the Labor Code definition in § 1107(a). Frontier developers must also give covered employees clear notice of their rights and responsibilities under the section (§ 1107.1(d)). No case or disclosure is recorded.

An exact framework edition states one provision: a capability threshold or risk level and its trigger, a required safeguard or action, a decision authority (who decides, recommends, can overrule or is informed), or a stated exception. The quoted text records what the edition says, not implementation, compliance or effectiveness. Provisions with the same key align across editions of one family.
